One outcome is war and another peace. War can be like it was before world war 2 when everyone was improving their military gear and weaponry so as to go to war. Peace can be achieved through fear that you would get obliterated so you keep improving your weapons but you don't plan to use them out of fear of the other side. This was common during the cold war.
